The U. S. Department of Energy’s NNSA has completed a Supplemental Programmatic Environmental Impact Statement for the possible transformation of the nation’s nuclear weapons complex. This is an outgrowth of a DOE Stockpile Stewardship Program in the 1990s that assessed the structure for the complex in terms of the location and functions of nuclear-weapons-related facilities throughout the country. Three major proposals are being considered by NNSA: (1) consolidating plutonium production, surveillance, and research and development into a consolidated Plutonium Center - 5 alternative sites; (2) consolidating what are referred to as Category I/II special Nuclear Materials (including plutonium, uranium enriched in the isotope 233 or 235) – 2 alternatives; and consolidating, relocating and or eliminating several duplicative or excess facilities located around the country.
Working as a subcontractor to Tetra-Tech, Inc., Barry Lawson Associates served as moderator for the Stockpile Stewardship Program meetings a decade ago and in 2006 moderated several of the seventeen public meetings held around the nation on the current initiative . The meetings are the first set of meetings anticipated on this project and were focused on the scope or breadth of the PEIS study recommended by members of the public.
